These cat and exhaust questions just lead you off at tangents.....so

If i remove the cat-converter, next time i replace the exhaust, does that mean i can ditch the fuel injection system and install a carb?

If so, what would be the benefits and would it be legal and would i have to inform DVLa of the modification?

Is there a benefit at all/is it worth it.

I believe if you convert an injection Mini over to carburettor instead, then you don't need to retain the cat.

But I imagine it's going to be a very difficult and expensive job, since the engine and wiring loom are all equipped with ECU controlled fuel injection instead.
